US to Hong Kong Shipping Guide 2025: EEI Declaration Requirements

According to the latest requirements of the U.S. Department of Commerce’s Bureau of Industry and Security (BIS), all packages sent to the Central and Hong Kong regions need to be registered with Electronic Export Information (EEI) in the Automated Export System (AES).

Starting from May 19, 2021, all packages shipped from the United States to Hong Kong via SF Express that meet the following conditions will need to provide EEI/AES information before mailing.

When your shipment meets one of the following conditions, you need to fill inEEI:

• A single Schedule B item is worth more than $2,500;
• When sent from the United States to Hong Kong, the mailed goods belong to the Commercial Control List (CCL) of the U.S. Export Administration Regulations (EAR) and are included in the Export Control Classification Code (ECCN), except EAR99;
• Requires a U.S. export license, except for Strategic Trade Authorization (STA) and Verified End User (VEU);
• Products and documents that comply with US ITAR regulations;
• Rough diamonds complying with harmonized tariff schedule 7102.10, 7102.21 and 7102.31;
• The goods are subject to the EAR and involve export, re-export or transfer to a foreign entity that complies with the ""Unverified List"" (Unverified List).
